a. Non-compliance with the accessibility regulations

  • For the most part, images have no or no suitable text alternatives. Thus, WCAG criterion 1.1.1 Non-Text-Content is not met.
  • Icons are sometimes included in CSS pseudo-elements as font code and cannot be correctly interpreted by screen readers and Braille displays. Icons generally have no text alternatives. Thus, WCAG criterion 1.1.1 Non-Text-Content is not met.
  • Some elements are not structured correctly, e.g., links that should be buttons or highlighted text passages that should be headings. Some interactive elements do not indicate whether they are expanded or collapsed. Thus, WCAG criterion 1.3.1 Info and Relationships is not met.
  • Links in the body text, footer etc. are only distinguished by font color. Thus, WCAG criterion 1.4.1 Use of Color is not met.
  • Some of the text has insufficient contrast. Thus, WCAG criterion 1.4.3 Contrast (Minimum) is not met.
  • The font size does not adapt to the font size selected in the browser or operating system. Thus, WCAG criterion 1.4.4 Resize Text is not met.
  • Some content does not wrap on narrow screens, requiring horizontal scrolling. Thus, WCAG criterion 1.4.10 Reflow is not met.
  • Some non-text elements have insufficient contrast. Thus, WCAG criterion 1.4.11 Non-Text-Contrast (Minimum) is not met.
  • Increasing the letter spacing causes some content to become invisible. Thus, WCAG criterion 1.4.12 Text Spacing is not met.
  • Parts of the website, e.g., the podcast player, the mobile main menu, and various buttons cannot be navigated or accessed using the keyboard. Thus, WCAG criterion 2.1.1 Keyboard is not met.
  • There are animations that play automatically and cannot be paused. Thus, WCAG criterion 2.2.2 Pause, Stop, Hide is not met.
  • Videos contain flashes of light that exceed the required limit. Thus, WCAG criterion 2.3.1 Three Flashes or Below Threshold is not met.
  • Jump links that allow users to skip blocks are missing at the top of the page and before embedded maps. Thus, WCAG criterion 2.4.1 Bypass Blocks is not met.
  • Links and buttons represented by icons or images, but lacking text labels, have no accessible description. Thus, WCAG criterion 2.4.4 Link Purpose (In Context) is not met.
  • For some links, it is not clear from the context where they lead. Thus, WCAG criterion 2.4.4 Link Purpose (In Context) is not met.
  • Some elements lack a visible focus indicator or are obscured by other elements, making the focus invisible as well. Thus, WCAG criterion 2.4.7 Focus Visible is not met.
  • Foreign-language text passages are not marked with the correct language. Thus, WCAG criterion 3.1.2 Language of Parts is not met.
  • The order of links in the sub-navigation of the breadcrumb navigation is different on each page. Back links lead to different link destinations from different positions. Thus, WCAG criterion 3.2.3 Consistent Navigation is not met.
  • Form fields do not correctly communicate errors to screen readers. When using filters, it is possible to make incorrect entries without being notified of the error. Thus, WCAG criterion 3.3.1 Error Identification is not met.
  • Some form fields have no labels, only placeholder text. Thus, WCAG criterion 3.3.2 Labels or Instructions is not met.
  • There are some incorrectly structured elements or attributes in the HTML code. Thus, WCAG criterion 4.1.1 Syntax Analysis is not met.
  • Some elements have an incorrect "role" and convey incorrect information to assistive technologies. Thus, WCAG criterion 4.1.2 Name, Role, Value is not met.
  • Current PDF documents (created after September 23, 2018) are not accessible. For example, PDF documents are not tagged, so they cannot be properly recognized and used by screen reader users. Thus, WCAG criterion 4.1.2 Name, Role, Value is not met.

b. The content is outside the scope of the applicable legislation

Older PDF files (before September 23, 2018) are not accessible. They are excluded from the legislation.

Enforcement procedure

In the event of unsatisfactory responses from the above contact option, you can file a complaint with the complaints office of the Austrian Research Promotion Agency (FFG). The FFGaccepts complaints electronically via the complaints office’s contact form.

Complaints received are examined by the FFG to determine whether they relate to violations of the provisions of the Web Accessibility Act, in particular deficiencies in compliance with accessibility requirements, by the federal government or an institution attributable to it.

Provided the complaint is justified, the FFG shall make recommendations for action and propose measures to the federal government or the legal entities concerned to eliminate the shortcomings.
