This narrow approach yielded little in the way of definitive policy making. In a 2005 report to the Dutch government, the Scientific Council for Government Policy (WRR) argued for different approaches. This English-language summary provides an insight into the issues and solutions at stake. The recommendations are much broader than just broadcasting as they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new navigation instruments to help policymakers negotiate the stormy waters ahead. -- Publishers website.
