Why have attempts at agricultural reform so often been frustrated in the Soviet Union? Cynthia S. Kaplan explores this question in the first book-length study of the Communist party's involvement in agriculture. Using the insights of organizational theory, she analyzes the role played by local party organs in implementing agricultural policy, particularly during the little-studied postwar years when the patterns that still govern party behavior initially took shape.
