During 1981, the year of the 'Great Constitutional Debate,' the constitution dominated the federal and political scene. Prime Minister Trudeau achieved one of his major political objectives - an objective which had eluded his grasp for more than a decade: Canada finally had its own constitution. A resolution, however, was not reached without some rancour which tended to increase tensions within the country. The 'common front' of the provinces melted away, leaving Premier Levesque of Quebec isolated and embittered in his opposition to the position adopted by the federal government. In addition, there was considerable opposition from various women's groups and Canada's native peoples. The emphasis on the constitution tended to divert attention from the economic problems which continued to face Canada. Economic stagnation, unemployment, inflation, and climbing interest rates were crucial problems not overcome during 1981.p›Professor Byers and his contributors subject all these matters to a searchingscrutiny. In addition, as in previous editions, they provide an account of the legislative sessions, party developments, and economic affairs at the national and provincial levels, and Professors Fred Lazar and David Layton-Brown respectively analyse the national economy and external affairs.The Canadian Annual Review has become an indispensable reference over the years.
