Concentrating on the political rather than the military aspects of the Russo-Japanese War, Professor White describes the attempts by Witte, Komura, and others to assume the role in the Far East traditionally held by the Chinese. In a detailed account of the Portsmouth Conference, particular attention is given to Sergei Witte, Russian delegate to the peace conference, and Komura, Japanese delegate.
